Eligibility as published: Currently operating a business in Virginia; in good standing with the State Corporation Commission; credit score of 650 or higher; and meet at least one of: annual revenue of $10 million or less (averaged over 3 years), net worth of $2 million or less, or fewer than 250 employees.
Child Care Financing ProgramAdministered by Virginia Small Business Financing Authority (VSBFA). Health, safety and welfare improvements for child care facilities, including equipment, playground surfacing, minor remodeling, and qualified transportation equipment (centers only). Federal money behind these programs

Virginia was allocated $230.4 million under the federal State Small Business Credit Initiative, which is what funds most of the credit enhancements above. SSBCI money reaches businesses through participating lenders rather than from the state directly, so the application still goes through a bank or a CDFI.

POPULATION VINTAGE: The Wikipedia 'List of cities and counties in Virginia' independent-cities table carries an undated 'Population' column (its footnote cites a 2012 Virginia DHCD PDF, which is wrong/stale metadata). The figures were independently verified against Census QuickFacts and match the Census Bureau row 'Population estimates, July 1, 2025, (V2025)' exactly for seven cities spanning the full size range: Richmond 237,257; Chesapeake 255,332; Newport News 183,230; Alexandria 160,662; Hampton 137,315; Roanoke 99,111; Hopewell 23,261. Those figures are therefore recorded here with population_year 2025. Norfolk (231,013) could not be verified directly because census.gov/quickfacts/fact/table/norfolkcityvirginia returned HTTP 503 on two attempts; it is recorded from the same verified column.
